NASHVILLE, Tenn. (AP) — After an extended debate on the effects of a bill that could allow a person who is found not to be the father of a child to recoup child support payments, the House sent the bill back to the judiciary committee.The measure sponsored by Rep. Stacey Campfield, a Knoxville Republican, would allow a person found not to be the father of a child, or children, to recover all child support payments from the actual biological father.Rep. Sherry Jones, a Nashville Democrat, said the proposal is "terrible for children" because they will be torn from men they believe to have been their fathers. (This is an asinine statement, it only means the non-father will not be legally responsible for making payments to the mother where the child is not his. Ask the mother who she slept with and attach his wages. The non-father can still visit the child. The biological father still have to pay child support despite if the mother gets married again. They are not allowing him personal phone calls and they have taken his pen away. He wants you to know that he is not able to correspond with you by means of phone call or letter. Bill has not been force-fed yet. He expects to get an NG feeding on Monday.

Ten Reasons to Refocus National Attention on Teen Childbearing
Seven years ago, when the teen birth rate had been decreasing for more than a decade, Child Trends reminded the public that teen childbearing was still a serious problem in the United States, releasing Ten Reasons to Keep the Focus on Teen Childbearing. With news last month from the federal government that the teen birth rate increased for a second year in a row, Child Trends releases Ten Reasons to Still Keep the Focus on Teen Childbearing.
The brief enumerates ten important research-based findings that underscore why we cannot afford to lose focus on the need to reduce the relatively high rates of teenage childbearing in the U.S. Among the findings:
The human costs associated with teen childbearing are substantial, both for the children and for their parents.
The financial costs of teen childbearing are stark.
Most teens who give birth did not intend to have a baby.
"Recent trends and high teen birth rates among vulnerable populations show the need to keep the focus on this issue," said Jennifer Manlove, Ph.D., one of the report's authors.

A new Child Trends publication examines the link between pregnancy intentions for first-time fathers and later co-parenting behaviors, such as joint decision-making between parents regarding the child. "Pregnancy Intentions During the Transition to Parenthood and Links to Coparenting for First Time Fathers of Infants,"
The study, finds that unwanted or mistimed pregnancy is associated with higher levels of depression among fathers and with lower mother-father relationship happiness. These factors, in turn, are associated with poorer co-parenting, lower levels of support between mother and father, and higher co-parental conflict when children are infants.

Hartford, CT - Routinely, the Department of Children and Families (DCF) violates both children's and parent's rights to association do to disabilities. The following is just a small list of the violations. Not only do they violate them, they will terminate your rights for any physical disability even those disabilities that can not be rehabilitated. Not being able to take care of a child is legally insufficient to remove or terminate your rights. You simply provide the needed services until the child is old enough to help mom and dad.

(1) The Rehabilitation Act of 1973, Sec. 504,
(2) C.G.S. 46a-58(a),
(3) C.G.S. 46a-64a,
(4) Americans With disabilities Act, 42 U.S.C. 12101 et seq.
(5) Article 1, Section 20, Connecticut State Constitution, 46a-71

There is one case here in Connecticut where DCF workers knowingly terminated a mother's parental rights simply because she had a TBI (traumatic brain injury). This mother looks and sounds like anyone you know and has several jobs to support herself. Children have the right to live with parents whether their blind or have any other type of disability.

If you are unable to take care of a child due to a disability, DCF must accommodate that disability, not terminate your rights because of it. In fact Assistant Attorney General, Betty Paul and DCF worker Pam Lucier make it their goal to terminate the rights of disabled parents. They totally disregard the feelings of the child to live with parents with disabilities.
